Assam Government Announced a Significant Initiative Proposing the Merger of Class 10 and 12 boards into a Single Entity

The Assam State School Education Board Bill, 2024 has been presented in the Assembly to establish a new authority responsible for overseeing the education system up to Class 12. On Wednesday, the Assam government put forth a proposal to amalgamate the state boards for Classes 10 and 12 into a unified entity to oversee secondary education.

As per the provisions outlined in the bill, the merger of the Board of Secondary Education, Assam (SEBA), and the Assam Higher Secondary Education Council (AHSEC) will give rise to a new governing body named the Assam State School Education Board (ASSEB).

The legislation’s preamble stated that the bill has been introduced to “regulate, supervise, and enhance Secondary Education in the state of Assam by consolidating the existing Board of Secondary Education, Assam, and Assam Higher Secondary Education Council.”

The ASSEB will be led by a chairman, appointed by the government. Each division under the chairman will be overseen by an individual vice chairman, also nominated by the government.

The newly formed board will consist of 21 members, each serving a three-year term, renewable for an additional period of the same duration.

“The purpose of introducing the Assam State School Education Board Bill, 2024 is to enhance, regulate, and oversee the standards and quality of school education in the state of Assam,” stated Education Minister Ranoj Pegu in the Statement of Objectives and Reasons accompanying the Bill.

The decision to merge was made during a state cabinet meeting held in November last year, presided over by Chief Minister Himanta Biswa Sarma.

It’s worth mentioning that SEBA oversees the Class 10 board examinations, whereas AHSEC is responsible for the Class 12 examinations.
